Three (3) letters of recommendation from sources qualified to evaluate the applicant's academic, professional, and leadership capabilities, sent directly from the reference to the Doctoral Program Secretary. (It is suggested that those who recommend students should themselves have a Ph.D. or Ed.D. and/or have some association with the field or your chosen specialization area. Also, some comment regarding your academic success as a student would be helpful. And please alert those writing reference letters that you will have access to them.) Note: An Ed.D Recommendation Cover Form should accompany the letter.
A letter of application (3000 words, 4-5 double-spaced pages) which:
articulates how your background and experience has prepared you for entry into and successful completion of this doctoral program in Educational Leadership.
presents your educational philosophy and the relationship you see with the GSE principles and program philosophy
addresses your research interests and possible line of inquiry for your dissertation
includes a proposed time schedule for completion of the doctoral degree. (Note: Classes are scheduled for late afternoons and evenings. With careful planning and intense commitment, students who are employed can realistically proceed through the program in 4 or 5 years.)
At least two samples of scholarly/academic writing in the form of published articles or monographs or unpublished papers (essays or term papers). If none of these is available, the applicant may prepare essays or short papers. Please do not send portfolios or binders.

Application fee, non-refundable ($50.00), payable to Portland State University;
One official transcript from every college (including junior or community) or university attended (except PSU)sent from the issuing institution directly to PSU Admissions Office to arrive in an unopened envelope.
Interviews are scheduled in February and March by the doctoral program secretary. Applicants are contacted via phone or e-mail.
Vita/Resume (itemizing professional training and experience).
A minimum TOEFL score of 550 on the paper version or 213 for computer-based test is required of international students whose native language is not English and whose undergraduate degree is not from an accredited U.S. university.
