 Endowed Scholarship Fund For Criminal Justice Program
The College
of Urban and Public
Affairs is proud to announce a new endowed scholarship fund in the Criminology
and Criminal Justice Program in the Hatfield School of Government. The Bradley N. Horner Memorial Endowed
Scholarship Fund has been established through a generous gift from William B. Horner,
Bradley’s father.
Originally from Dallas, Texas, Brad earned his undergraduate degree at the University of Texas, as did his father. He went on to complete
his master’s degree in Russian at Monterey Institute of International Studies in
northern California.
Brad then made his way to Portland and decided
to call Pacific Northwest home. He was a corrections
deputy with the Multnomah County Sheriff’s Office for 14 years. He truly loved
the area and took advantage of all the outdoor activities it has to offer. Sadly, Brad passed away last August while diving
at Puget Sound.
William B. Horner established this endowment in honor of his
late son, in hopes that others will choose to serve the public in law
enforcement. Mr. Horner said, “It is
fitting that a scholarship has been named for Bradley in the Criminology and Criminal
Justice Department at PSU’s College
of Urban and Public
Affairs. He was always willing to lend a
helping hand and loved Portland. Brad would be very proud to be helping
students follow his career path in law enforcement.” The Bradley N. Horner Memorial Endowed Scholarship Fund will
provide scholarship assistance to undergraduate students majoring in
criminology and criminal justice who are interested in careers in law
enforcement. Students must be in their
junior year to apply and demonstrate financial need. Annette Jolin, department chair, said, “For
many of our brightest, most motivated, and most dedicated students, the path to
a baccalaureate degree in criminology and criminal justice entails years of
financial hardship as they are paying to go to school, paying the rent, and
more often than not, taking care of dependent children or adults. The
Bradley N. Horner Endowed Scholarship, will lighten this burden for two
outstanding majors who plan a career in the criminal justice system, and in
doing so, carry with them Bradley N. Horner’s commitment to excellence in the
justice profession.“
The Criminology and Criminal Justice Program is a rigorous
program offering undergraduate and master’s degrees, and is a participating
division in the Ph.D. programs in public administration and urban studies. It is
an academic discipline that critically examines the establishment of legal
norms and their use by public and private agencies to control such symptoms of
social disorder as crime, delinquency, mental illness, civil wrongs, and
discrimination. There are approximately 425 students currently
enrolled in these programs. Since 2000,
the Criminology and Criminal Justice program has had a 47% increase in
undergraduate students and a 165% increase in graduate students. The College began offering an online
bachelor’s program in criminal justice in spring 2006, and it now has 160
students enrolled. This is the first
online degree program in PSU history.
