Our consultants have decades of experience in developing Early Head Start programs regionally and nationally. Each has a unique perspective to contribute to the success of your agency's program.
Mary Foltz is the senior Early Head Start consultant at Portland State University’s Early Childhood Training Center with over 30 years of experience in consultation and training with programs serving children and families. She has been helping Early Head Start programs design and implement effective management systems and high-quality infant, toddler and family services since 1995. Ms. Foltz is committed to supporting the emotional well-being of children, families and staff. She is a developer and faculty member of the Infant/Toddler Mental Health Graduate Certificate program at Portland State University.
Charles Smith is a development consultant and trainer at Portland State University’s Early Childhood Training Center with over 26 years of training experience with diverse populations in a variety of settings, including social services, child and family services, family preservation, and management of Head Start programs. Mr. Smith is co-author of the Social Service Competency-Based Training (SSCBT) program curriculum, an in-depth training program he coordinates in collaboration with Tennessee State University.
Jennifer Cahill has over 20 years experience working in Head Start programs. She planned, designed, and implemented the EHS program for Mt. Hood Community College. She oversees all component areas in their Early Head Start home-based program option, the Parents as Teachers program, and she assists with the child care model.
Chris Gee is the director of Mt. States Early Head Start. She has over 25 years experience in Early Head Start and Head Start programs. Ms. Gee has knowledge and expertise in all EHS program design and management systems. She designed, implemented and directs a successful EHS program, demonstrating her commitment to continuous improvement and strategic planning.
Peggy King has 27 years of nursing experience, including work in a Level 1 Trauma Center, HIV/AIDS research, and working with public health programs, both in the U.S. and Internationally. She has also worked with Early Head Start for the last 12 years, both as a health coordinator and as a consultant. She has extensive knowledge of EHS health systems and services and has assisted many EHS programs with start-up planning, implementation and ongoing quality improvement.
