Residency Review
Navigate the following steps:
Step 1
Print out and complete the Residence Information Affidavit. Printed copies of the form are available in the lobby of Neuberger Hall.
Step 2
Have the affidavit notarized. Student Legal Services provides free notary services to Portland State students. Hours vary; make sure to call 503-725-4556 before going to Room M340 on the mezzanine of Smith Memorial Student Union. You will need to bring two pieces of personal identification along with the affadavit.
Step 3
Turn in your completed, notarized affidavit to the Office of Admissions, Registration, and Records. The affidavit and all supporting documents and materials must be submitted by the end of the fourth week of the term in which resident status is sought.
Step 4
Once your affidavit has been reviewed, you will be notified by mail of Portland State's residency classification decision.
Appeal process for residency reclassification
First Appeal
If your Residence Information Affidavit is denied, you may appeal the decision within ten (10) days of the date of the Portland State mailing. The Oregon University System Inter-institutional Residency Committee (IRC) will review the Portland State decision.
Important! - To file an appeal, you must supply written statements to the IRC within ten (10) days of the date Portland State mailed its decision. Submit these statements and supporting information to:

The IRC meets once each term to review appeals. Notice of IRC decision will be mailed to each appellant.
Second Appeal
Those who are dissatisfied with the IRC decision may, within ten (10) days of the date of the mailing of that decision, appeal to the Oregon University System Chancellor for Academic Affairs. This appeal must be made in writing, and may not be filed until after an IRC residency decision has been rendered. Submit statements and supporting information to:
